Chief Engineer
Learning Resources Division

NORTHERN MICHIGAN UNIVERSITY

Salary: Commensurate with experience

BASIC FUNCTION AND RESPONSIBILITY:
Design and manage the human, physical, and operational activities associated with broadcast, audio-visual and academic classroom technology deployed throughout Northern Michigan University. Work includes managing the production and transmission facilities used by WNMU-TV, WNMU-FM, WUPX-FM and Communications and Performance Studies; and facilitating the acquisition, installation and repair of classroom presentation technology and consulting on a variety of related campus technology projects that require the use of wired and wireless communications.

CHARACTERISTIC DUTIES AND RESPONSIBILITIES:
1. Manage all technical aspects associated with the operation of WNMU-TV, WNMU-FM, WUPX, cable channel 20, Audio Visual Services and assigned campus technology projects to include design, research, technical writing and control of selected operations, troubleshooting, and repair and maintenance of all broadcast and AV infrastructure.
2. Serve as a member of the LRD management team to effectively manage broadcasting services and the installation and maintenance of classroom AV technology provided by the unit; develop solutions to operational and technical problems, provide engineering expertise for campus projects and stay current with industry practices and share that knowledge with others to ensure sound decision making.
3. Ensure FCC, FAA and federal/state grant technical compliance of all NMU licensed broadcast infrastructure including television, radio, two-way radio, wireless broadband equipment and associated towers used in connection with these services.
4. Hire, train, supervise and evaluate a technical staff that provides broadcast, non-broadcast and academic engineering services to WNMU-TV, NMU-FM, and the NMU faculty and student community.
5. Manage contractual agreements held by NMU for broadcast and non-broadcast operations including tower leases, software maintenance agreements and similar items.
6. Act as chief operator for WNMU-TV and WNMU-FM and maintain required public inspection files as required by the FCC.
7. Manage WNMU-TV/FM’s services as the central Upper Peninsula’s LP-1 EAS broadcaster and work closely with area and state broadcasters to ensure the delivery of this essential
service.
8. Supervise the maintenance of buildings and grounds of all NMU RF tower sites and manage vehicle maintenance for the division.
9. Perform duties of a lower classification as required.
10. Work in a safe manner being aware of personal safety and the safety of others.

11. Responsible for observing safety, health and sanitation codes, regulations, or practices required by university or governmental authority.
12. Perform related duties as assigned.

SUPERVISION RECEIVED:
Supervision is received from the Director of Broadcast and Audio Visual Services.

SUPERVISION EXERCISED:
Exercises supervision over professional, clerical and student staff.

MINIMUM QUALIFICATIONS:
1. Bachelor of Science Degree in Electronics, Electrical Engineering or other related field.
2. Ten years' engineering related work experience demonstrating increased responsibility in broadcast systems, IP distribution technologies and facilities that maintain local production capabilities.
3. Manufacturer training in various major systems such as transmitters, microwave systems and production facilities.
4. Possess a thorough working knowledge of streaming technologies, video compression systems and digital formats such as MPEG-2 or similar technologies.
5. Possess knowledge of Federal Communications Commission requirements regarding on-air transmission of the station’s broadcast signal.
6. Possess a thorough knowledge of engineering principals.
7. Computer proficiency with electronic engineering software and business office applications.
8. Possess organizational skills, customer service and customer relations skills and excellent interpersonal skills.
9. Willingness to be on-call during non-work hours.
10. Excellent oral and written communication skills.

ADDITIONAL DESIRABLE QUALIFICATION:
1. CEU certificates in various technologies.
